I had a quick glance over it and basically she has been filming random people from her apartment believing them to be part of the conspiracy and people complained and she is getting evicted.
This is a video she filmed basically accusing the lawnmower man of being part of some conspiracy (?):

I've seen quite a few YouTube channels like it, including a guy in Thailand who films random people on the street accusing them of being spies (he says they are doing stasi signals by coughing) and comes up with theories that the staff in the guest house (motel) he is staying in are complicit in sending harmful signals into his room.
Both are quite alike in the following:
-believing that people coughing nearby are doing so as a signal
-believing that strings of numbers/text on the street (i.e. numberplates) are part of this conspiracy
-believing that the reason their wifi disconnects or YouTube takes time to upload a video somehow means something
-claiming that seemingly random people are complicit in their 'torture' (usually via brain signals or some shit)
-claiming that any cars/helicopters have been 'sent to follow them'
This is the guy in Thailand accusing some random tourist:

This is the guy in Thailand filming filming himself (taking a video of a video) incase YouTube decides to conspire against him:

It is actually quite a serious thing, especially given the recent shooting at that navy yard in the US was committed by someone with the same problems.

You know what would be interesting? If I actually stalked them and such, I wonder how they would react given how they react to normal people walking and driving.

This kind of behavior shows clear signs of Schizophrenia, or at least paranoia, though.

There is a fine line between NSA type snooping etc and what these people think is happening. Most of the NSA spying has been happening since WW2 and really isn't at all surprising for people that have followed the news. Most of that spying is automated too.
If you watch the movie The Lives of Others ([URL="http://www.imdb.com/title/tt0405094/"]IMDb link[/URL]), it is an extremely interesting look at the Stasi around the time of the cold war (this is a time in history that is backed up by tons of documentation too).
If you scoot through their YouTube channels you will see a step above your regular conspiracy theorist; these people are completely delusional in what they think is happening. They think that every single person on the street is out to get them (and that in the 21st century these people still use cough signals). The guy in Thailand believes he is constantly being poisoned my people (through directed energy signals).
I'm sorry but in real life, if the government was really that interested in you or wanted to kill you (as these people claim) there would be far cheaper and more effective ways of doing so--enacting a world as big as The Truman Show so that they can spook some random man/woman is simply a fantasy.
I do believe that governments carry out covert operations and experimentation, but I really have sincere doubts that they occur on this level and if they did I'd have to ask to what end?
It is also extremely worrying that people with such serious issues cannot get the help they need, and I worry what the side effects are when they interact with the public with such issues (for instance as I mentioned previously the recent shooting in the US where the man was convinced he was being targeted by directed energy signals).
I find these people by searching through newly uploaded YouTube videos using a combination of search terms; there are LOTS of people like this out there who upload dozens of nonsensical videos every single day.
judging by the video it seems she is going through a psychotic episode of some sort. i have had nearly the same sort of delusions during my own psychotic episodes. it's very scary because it is very real(in your head) and it makes you feel like the whole world hates you for some weird reason you can't fully understand.

Why you look back at the psychotic episode you can understand how absurd it is, but while it is happening you are unable to pierce through it.
A lot of mine had to do with assuming what people were saying was the opposite, ie: someone is being nice to me, but really they are just saying that to get closer to me and fuck me over. The danger with ladies like these is that by just posting these videos, they remain trapped in their delusion.
You need to talk out your problems/theories of paranoia with a psychiatrist, a person of authority, someone you trust, and soon - lest it is too late and you became swallowed by your delusions and everyone and everything becomes a threat and the only sollution is the termination of our own life or another's.
