It sucks away the air and the fuel the fire was feeding on. When the bag lit on fire the vacuum put it out when a hole burst allowing too much air to smother the fire out. The vacuum didn't do a whole lot but it did do more than nothing.
I bet firefighters now use giant-ass vacuums.
