It's entirely possible, I suppose. There's 7 billion of us, and only so many ways you can arrange facial proportions and shapes.

Furthermore, you're more likely to meet one looking like yourself since you're most likely to see people from the same country, same ethnicity and such as yourself; those people in turn being more likely to look like you than someone from another place.
I actually have 2 sort of doppelgangers as far as I know. Never met either one of them but a close friend of mine lives in Canada and is in a project with one. With the other is Swedish, I actually haven't seen any pictures but I 3 people who do know him said that the resemblance is uncanny. It's odd, but pretty cool though, I'd love to meet one of them in person just so I can see myself but it not being me.

well, before your edit, your post implied that the generation of faces is completely random, and thus likely to repeat itself, but your edit is more on the money
because faces are determined by inherited genes, you're more likely to find someone with the 'same' face who is from the same genetic background, who is more likely to live near you, assuming you live where your heritage commonly resides
