It's the equivalent of sliding a pick up and down the string. There's actually a device that does something similar to this but it's battery powered, called the [URL="http://www.ebow.com/home.php"]EBOW[/URL].

They're not really the same deal though, it's actually an electromagnet that generates some sort of feedback loop with the pickups (which are also electromagnets) to vibrate the string, so long as the Ebow and string are at the right distance of each other. You get basically one sustained sound instead of the alternate picking of surf rock.
Shit, I have to buy a meme spinner now, because that's fucking rad.
Probably the best use of these things I've seen so far.
