This is a song from the comical opera, The Pirates of Penzance by Gilbert and Sullivan. I had the pleasure of seeing it live a few months ago and the guy playing the Major General sang it as fast as this guy did. Its pretty amazing.
The fast part starts at 3:14 if you don't want to watch the entire clip.
