It may seem really really hard, but really, confidence goes a long way. Provided you aren't a gross, sweaty, smelly, generally unkempt person, simply approaching someone you find attractive and attempting to start a casual conversation is all it takes to get the ball rolling. One time I saw a girl struggling to grab some Triscuits off a high shelf at Vons, so I walked up, offered her a hand which she happily accepted, and handed her the Triscuits. Now, this is gonna sound lame as fuck, but I literally said, "These roasted garlic ones go really good with a little cream cheese." Which turned into a whole conversation about triscuits, cream cheese, and cheese in general, which then lead to me asking for her number. It sounds weird as fuck but regular everyday shit is an easy icebreaker. Oh, and before you make the approach, scope out that ring finger so you don't make an ass out of yourself.

With someone you met recently it's usually a good idea to make a move before too long. If you've built up a normal friendship with someone over awhile and THEN ask them out it's going to be rough if you get rejected. And if you do get rejected, you've now wasted tons of time when you could have been focusing on someone else. However, asking out someone fairly new is going to feel more casual, there's less of a relationship at stake to mess up, and it will be easier to ease back into a normal friendship with them if you get rejected.
