If you get them from online sites, that's illegal. If you extract them yourself from a disc, that's legal.

Though reverse engineering might be against the EULA of the console. man this rocks been playing nfs underground on dolphin at 1440p 60fps i wish all emulators ran as well as dolphin does
Dolphin is to the point that I haven't turned on my real wii in years. There's just no point.

I just reached the final chapter of Paper Mario TTYD and beat the Pit of 100 Trials despite some of the graphical glitches and slowdown, but I guess this release is one more reason to play it all again later down the line.

Hell in the US you can even pirate BIOSes for consoles if you ever bought the console, though no such precedent has been established for games. Still, as long as you don't download the ROM from someone else, you're not breaking the law. US law is very lenient on emulation and reverse engineering games. Our right to reverse engineer software we bought is VERY explicitly protected by federal law, no grey areas there. These are the reasons Nintendo fucking despises the US court system.
