I saw a Batman game like this in the arcade and hot damn it's fast and fun, it's rather cartooney too making it even cooler.

Batman actually does have a superpower, the ability to miraculously never kill anyone by accident despite repeatedly punching goons in the skull by the thousands with the force to give each one ten concussions.
As well as using explosives powerful enough to break through concrete at point blank and throwing batarangs sharp enough to cut through steel cable directly at their faces.

Batman doesn't kill, but it's totally fine if he breaks that rule under extreme circumstances.
Batman using GUNS on the other hand is NOT fine! He straight doesn't use guns and he doesn't need to!
You can't defeat a tank without proper ammunition and weapons though
