No, it's not Ryan Lockwood. It's amazing how this doesn't look very precise if you don't know speedrunning for the game but this kind of luck while also playing it perfectly took over 20 years.
Some statistics by a user named Icy of the Goldeneye Elite forum but said in Layman's terms by RWhiteGoose:

Karl passed Jimmy Bauer in current WR count
127 players lost a WR, all dropping from 100 points on Dam Agent to 97 points on Dam Agent, resulting in 381 points disappearing from the rankings
Madoka was the final player to achieve Dam 53 as a WR, achieved on November 17th, 2017 (who will be the first to achieve Dam 53 as a non-WR?)
The "Boring 4 WRs" considered the easiest & most common for new players to try for, is now "The Boring 3" (Runway A 0:22, Bunker 1 A 0:17, Archives A 0:16)
Marc Rutzou's Train Agent 0:57 is the only other Untied WR on the Agent difficulty
There have been 7 Untied WRs in Goldeneye in 2017, by 7 unique players. Six of them are 1 second improvements; Luke's Aztec 00 Agent 1:35 untied was the only one that was a multi-second untied (but no longer, as Daniel "Wodahs" Coelho got a 1:36 recently.)

It really took that long to beat the record? Compared to other speedruns I've seen, he didn't seem to be going very fast.

Out of context, with no knowledge of Goldeneye speedrunning it's kind of hilarious to see somebody going for a leisurely stroll through some concrete corridors barely shooting or doing anything of note being a massive world record

well to give you an idea, the only time someone got 0:52 on Dam Agent was with a heavy tool assisted run where he could exploit the RNG into giving the best possible results.
Curious to what exactly the 'rng' would be in goldeneye other than the bullet spread from your gun when shooting the lock here. Do the guards potentially block you or something?

Looks like being shot speeds you up slightly, so the RNG is whether or not the guards shoot at and hit you as you run past.
Second hypest I've ever seen a Goldeneye run.

I watched the "Is dam agent 0:52 possible?" video a few posts up too, and the most interesting thing he explains is that the double gate that requires a button press has such a level of RNG to it that nobody has been able to figure it out, even through repetitive testing, tool-assisted runs, and examining the game's code.
It opens at different speeds in different runs, and USUALLY getting to that gate faster will make it open slower, but not even that is constant.
Interesting to note that a tool-assisted run only made 0:52 in the past by firing a shot just after the final gate to lure another guard closer and get a last-second speed boost from getting shot by him. The guy making the run in the OP doesn't even lure that guard, but still made 52 seconds by other means.

In other words, there is a higher probability of one of us winning the lottery than someone getting another 52 second record on Dam Agent without tools?

I rewatched the video and the guy who did this run actually commented on that "Is Dam 0:52 Possible?" video saying they have a somewhat clear idea on it.

I started watching some of RWhiteGoose's videos earlier in the year, goldeneye speedrunning has a long history behind it and he does videos about each map which are quite interesting. They can be quite long though.
The thing that's quite amazing, is that if he got that 4th boost on the final stage of the dam like RWhiteGoose pointed out in the TAS run, this guy could have managed a 0:51 potentially.

Forward boost is only .1 - .3(max) sec decrease in time. Its been speculated and even timed that the previous 53 sec records were at the minimum you could achieve without being 52.
i.e. the previous records were all as near as possible(given the games refresh clock) to 53. Even three more boosts wouldn't get below 52. This is as good as its going to get barring an as of yet unknown strat.
I should mention that I've been speed running GE for over a decade undocumented and I've only ever gotten Dam 56. This is using tape trick, alien grip, steel stick, and 2.2 galore. 200+hours and I never came close. I don't know how these guys do it.

I'm not super familiar with GE speedrunning but the sheer unlikelihood of shattering two huge WRs in such a short timespan makes me half expect at least one of them to be cheated somehow

maybe the altitude and magnetic fields and humidty where he's at allows the console he has to run at slightly higher framerate while staring at the floor.

The first one is probably most definitely real considering how many hours he put into it as well as all of the analysis he did along with other runners. The second one would be more likely but considering it wasn't as notorious as Dam Agent 52, it probably didn't have as much hardcore running. Also include the fact that the level is under 20 seconds long and you can get in a lot more attempts. The second one is much more likely to be matched by people.
Also, from what I know, Archives 0:15 is nowhere near as precise as Dam 0:52.
