Looking at that background area really makes me think they nailed that "north eastern small town" feel. Reminds me of the areas around me.
Loving those sound effects for the Pip-Boy
This doesn't bode well for mod-added perks. I wonder how that'll be done.

Probably replace existing ones, but adding new ones doesn't seem so likely without some really hacky bullshit. That's kind of crappy if that's the case.

New Vegas allows for a pacifist run (all the way up to Dead Money,) but only because the script allowed for it. Not so much for Fallout 3 because a lot of things specifically call for killing.

It's actually literally impossible to add new skill trees. You can replace existing trees, and you can add new perks, though, but the system was a lot less strict. You can probably add more of those magazine perks then. Level up perks still seem rather unlikely, though.

One of the perks lets you use VATS to check where your objective is. Interesting. Maybe VATS will be used for more than just shooting enemies.
I like the UI a lot more hopefully it doesn't piss with mods though I wish they picked a witcher 3 style UI or something minus that inane system that only lets you select certain perks
I won't lie, I will miss the creative Fallout 3/NV hud but this new hud looks great and with the perks being animated in the pipboy is a great touch.

So if there's other sources than the main perk chart it shouldn't be too hard.

Just from what I've seen, it looks like the PC will be a lot more personally defined this time.[/QUOTE] The protag was already well defined in fallout 3, and Fallout 1 and 2 both had well established backgrounds with later installments setting precise versions of the protagonist as canon. New Vegas is really the only game with a blank slate PC, up until you get lonesome road that is.
So they've gone for less of a general stat system and instead have put more emphasis on the perks in order to determine your character's functionality. I like it, seems like a good evolution of what they were thinking about with Skyrim
the background on that perk menu looks awful and it looks like its been designed for primarily the consoles.

Since most perks have about 3 ranks, you'd need to level up more than 200 times to get them all. Hell, just getting all the SPECIAL stats up to 10 will already take you like 30 levels.
I just hope it's actually finished on launch and properly tested this time.
