That clip is taken from the Citizen Hearing On Disclosure, a non-governmental ufo-believer panel, and that guy speaking is [URL="https://en.wikipedia.org/wiki/Paul_Hellyer"]this guy[/URL]. He claims UFOs are real. All he's done is talk about it and say that The Man is keeping secrets from us.
Hasn't actually advanced any kind of proof that I'm aware of.
