He did leak the Portal beta one time without permission, which led to valve even sending out a message saying that it's not okay to just release beta content on its own, and that it's fine to release beta content if it's packaged up in a mod for the retail version

At this point someone skilled should just make a fucking Source mod. It doesn't have to be revolutionary, it just needs to be as good as HL2, which granted is not easy to do.
DNF was a level pack for Duke 3d which was reportedly just as good as the original game, so why not do the same for HL2? You could even make it blatantly obvious that the mod is an unofficial interpretation of what would happen.
If EP2 did not end in such a blue balls cliff hanger, none of this would have been a fucking problem.
