They do it for multiple reasons, one to catch people that would do it to a different car. And to deter it as it makes people think that the car they are going to take could be a bait car.

He meant that cops provoking crimes to happen like this in Canada could constitute as Entrapment or that cops simply cannot do that at all except in specific circumstances. I understand that Entrapment in the US has to be suggested by the official first, not simply leaving an opportunity to commit a crime. In Canada I believe it different, even leaving an opportunity to commit a crime could be used a defense in a trial depending on the situation. But since the car theft rates are so high in some places, it doesn't apply.
I don't agree with what they are doing here. It's practically like leaving a bag of money on the street at 4AM and then swarming the first person who takes it with 50 officers. Then trying to justify it by saying that someone would have done it anyway blah blah blah
This isn't entrapment. It's a car, parked. Someone's property. They get in and take it of their own free will, they aren't egged on to do it by undercover officers. This 'leaving an opportunity to commit a crime' thing makes no sense, as it's absolutely no different than some regular joe leaving his car in a Wal-mart parking lot. Only the police aren't watching his car
If you find a bag of money on the ground on the side of the street, of course someone's going to take that, It's not where it belongs. And the action of just picking it up off the side of a street isn't illegal anyway

In the Netherlands, this is highly illegal. Any people arrested through such actions are released. Any evidence is considered invalid.
The police can not provoke crime, at least not in the Netherlands.
