Yeah, I would assume the ship was going full throttle into a headwind. If it's good enough for getting loaded bombers off a Navy carrier, it's good enough for a light civilian plane to set down on a big, open deck.

According to the source, the ship was traveling only at nine knots.
It says in the video that the plane is a STOL craft, which stands for 'Short Take-Off and Landing.' That's partially why this is possible.
