Namco releases the game on just about every platform.
IIRC it's even free on iOS.

That does not, by any means, guarantee those children have played it. Plenty of kids that age aren't even allowed to play games yet, and plenty more have never heard of Pacman anyway.
It's customary to explain something in a commercial if it's possible the knowledge isn't universal among your target audience.

There's also that new cartoon series on Disney XD as well, but AFAIK it's trying to be it's own thing.
You do have a point about it being normal for an ad, but I don't think Pac-Man is something few kids today have heard of.

Even just knowing the character himself doesn't mean they know anything about the original game - still justifies the explanation in the ad.
I guarantee if you showed the original Pacman to a group of grade schoolers, it would be completely foreign to half of them, and the other half would be like, "oh, so that's where the yellow guy in Smash comes from!"
Kids these days play Minecraft, kids yesterday played Pokemon, kids the day before that played Mario, THEN kids the day before that played Pacman. It's been a long time since Pacman was culturally relevant enough to be universally known among children, my dude.
