My cat does it as well, specifically when I pull out the laser pointer. She starts chattering like that when she sees it. I believe I read that it either means they are showing frustration for not being able to get their prey, or just over-excitement.

That would explain why my cat used to sit in front of the window, watching the birds frolic in the yard, and make this noise.

I had a cat who would "chirp" whenever he wanted attention or was hunting a bug.
Is this the same thing? Other than the chirping I have never heard a cat do that.

All 3 of my cats do this, I've never heard them do it while they were hunting or playing with something tho, only when they run past me or when they jump on my lap

It's not real. Just pay attention to the stereo image of the audio. Everything is centered/mono, except for the 'meow' sounds that randomly bounce around to the left and right.

All of the cats my parents have had did the same when they watched birds sitting in trees, at an unreachable distance.

Actually, it's not just because they're frustrated. It's a hunting instinct - wild/feral cats learn to "imitate" certain animals to grab their attention. It's most common in jungle cats, there are a few research videos and studies of them imitating monkey calls to draw them close enough to attack.
Household cats who've learned how to do it usually just use it on birds and small insects like flies and moths, all of which make that chattering/buzzing sound when calling/flying around. Some cats end up associating those small, quick bugs with laser pointers, so they try to 'chatter' at it to draw it closer.
It is an instinct though, so most cats use it when it's completely useless, like when they're locked inside or when the prey can already see them.

One of my friends has a serval and it does that chattering thing all the time. And it's real fuckin creepy, we were watching a movie and the lights were out, and the serval poked its head near my ear and started doing it. I jumped so bad I almost flew at the TV.
