It's an electric typewriter, the sound is the arm moving inside the machine. I guess he's giving the system commands.

Before the video terminal existed you paid $1000 (in 60's inflation) for a glorified typewriter that was your terminal. Teletypes are pretty much iconic for their use with early computers. Everybody used them and they all have a very distinct sound.
