No but it will tank the fuck out of your CPU and a 8x8 Grid city.
Its the bane of all CPUs. Even my 6850k (6Core,12Threads @ 4.42Ghz, GTX980) will have issues every now and then.

If you only have a 4 digit population, sure. When your city gets into the 6 digits, the framerate really starts to tank.

That's the only real way I can see them keeping the frame rate moderate, limiting the area size OR making the grids much smaller.
