Yeah, it's kinda old. Spoiler: [sp]It passed[/sp] https://www.coloradoan.com/story/news/2017/11/07/fort-collins-broadband-election-passes-results/840551001/
The proposal passed despite a well-financed advertising campaign to defeat it. The political issue group Priorities First Fort Collins reported spending $451,564 on its campaign through Nov. 1.
The grassroots group Fort Collins Citizens Broadband Committee, which supported 2B, reported spending $9,250 through Nov. 1.

Think of the people Colorado, this perfectly normal traffic is not going any faster!

Either its just me or those 4 cars in the other lane are in such a rush, that they missed the illusive green light.
It's probably the protected left turn phase for that side and the side that is opposite of it.
The two aren't mutually exclusive, the citizens can have both.

You're complete ignoring the 4 other phases at that intersection. Protected left permissive on phase 1 and 6 through movement, with the assumption that the bottom right phase is phase 2.

They probably could have spent that money on public safety or affordable housing
