For many people in these types of areas, gang membership is the only way to survive (or, the only way they feel they can survive). He did say he had known the shooter for several years, he had a picture of him at home, and so on. The only thing I can't figure out is the shotgun, but I had supposed it was stashed at the location. At no other time did this guy mention another person doing the shooting, so I don't see why you'd think that.
