It's hard for steam to see what is happening in each game which is probably why they don't allow demos in greenlight due to spyware/trojans. However, with early access it's just a matter of time before illegal behaviour emerges and I'm sure some of the links posted on greenlight by some creators have embedded illegal stuff but we haven't noticed and will take a while to find out if it's happened.
