I guess less distance between the target and the shooter is needed for an overfly attack.

It would be difficult to get a direct hit on a target behind partial or full cover at a range. It's easier to have it explode over the target.
As for effectiveness, it's true that a direct hit is more destructive, but the blast alone from an overfly attack would be enough to kill the enemy.
