Dogs and cats bury (or eat) feces so that predators or rivals won't know where their dens are. That's likely what's going on here if the dog is trying to protect her pups.

I think its a little to late for that, hostility is meet with hostility theses are the most basic principles of the universe.
But back onto subject. I think its rather sad seeing a dog doing this, granted normally a person would do this instead of dog but my opinion of Iraq is one of a hostile baron wasteland.. and more in-tune with nature so this would happen more i guess?

Nope. Especially with dead puppies. The mother would eat it asap to dispose of it to keep other predators at bay.

Actually, atleast with wolves, they do cannibalise their young if they would die for whatever reason, but they don't eat it themselves, they feed it to the surviving litter.
