There are plenty of reused voice lines in the base game. Netherrealm's DLC characters are planned way in advance. Did aquaman have any new lines with the first fighter pack characters?
I've always loved Black Manta's design, even though I know zero about Black Manta
All I know is that hes an absolute asshole to aquaman at every possible moment and I love it.

The reused dialogue is disappointing for certain characters. I expected more unique banter between Red Hood, Robin, Batman, and Joker. Same between Starfire and Cyborg. Aquaman and Black Manta should have unique lines, too.

In a nutshell, as of N52:
-Black Manta is a treasure hunter/hitman
-Scientist hired him to get some of Aquaman's DNA
-Manta ends up fighting Arthur's dad, who dies of a heart attack
-Teen Aquaman gets all angsty, hunts down Manta
-Finds his boat, kills him out of revenge
[sp]-Surprise, that was actually Manta's dad[/sp]
-Also the heart attack that killed [i]his[/i] dad was totally unrelated to Manta attacking them
-Black Manta swears revenge and devotes his life to just making Aquaman miserable
Notable feats include killing Aquaman's infant son (and then bragging about it at every opportunity), killing his way to the top of an Illuminati-type organization and instigating WW3 for the sole purpose of ruining Aquaman's shot at getting a seat at the UN, and attempting to establish an all-black ethno-state in a conquered Atlantean city.
Oh, and my personal favorite, convincing Aquaman that he (Black Manta) was autistic so that Aquaman would attempt to cure his autism with his magical water hand, then suffer a crisis of guilt when it inevitably didn't work.
He's easily my favorite comic book villain of all time.

Real talk, if "how's the wife and kid" isn't an introductory voiceline for Aquaman and/or Superman, they fucked up big time.

VA strike still going on iirc, almost none of the voice actors have agreed to return and voice additional lines.
