Why is his upper body so jacked? I always assumed that elite level athletes have to train very specifically for their sport, which would explain the massive thighs, but this dude looks to be buff everywhere. Is there a certain use of the upper body in cycling that I do not know about?

He's putting way much more force down on the pedals than gravity applies to his body, so he has to grip on the handlebars and hold himself down, otherwise he would just stand up.

I think it is also because he is more of a sprinter rather than an endurance cyclist you see in the tours and stuff. If you were trying to do hundreds of kilometers a day or climb really steep hills all that muscle would just be extra weight you have to lug around, but for a sprint he can really push himself down onto the pedals and generate incredible amounts of force for a limited amount of time.
