Eugh. To few motion blur samples, too low shutter speed. The shutter should be at 50% of what you have it at, to achieve a more smooth look instead of the overblurred look you get.
In regards to this video, I wonder how to correctly fake a 60fps with a <30fps video (if that was the intended effect from the smoothing)

You're doing delayed frame blending without capturing enough source frames. That's your problem. Also what exactly did you smooth, I saw everything in first person
