Normally silly alternative costumes don't bother me much, but this just reeks of a cross promo that shouldn't be.
And also, is it supposed to make the game more enticing or buying it via Origin more enticing? Because it's neither for me personally.

Crazy expensive game that took ten years to make, needed to sell like 10 million to break even if I recall correctly and Square is trying to squeeze out as much cash as possible from it.
I didn't realize the costumes they were coming out with worked with female characters too. Can you wear the HEV suit on a female character too?

Really doesn't surprise me, the way the game launched is very clearly like "We finished act one, and the rest of the game is whatever that hack that wasted ten years left us with."
Like, there are MASSIVE EXPENSIVE SET PIECES that are used for one quest and you never use them again. There's several entire cities that are literally empty. One of the most beautiful, expensive locations I have ever seen in a video game has one quest, a really tacked on arena, and some fishing holes.
