Shang Tsung is a much better villain than Shao Kahn.
Nice to see that they used Kefka instead of Sephiroth, Kefka was a creepy bastard.

At least Kefka was in there. Should have been #1 in my opinion though. Sounds a bit silly saying #4 is Kefka who destroyed an entire planet then #3 is Bowser...

Vaas would have been a good villain if he had been the focus of the game instead of fucking dying not even halfway through.
He's more of a cameo than anything else.

I remember hearing that some of the reason for that is that Michael Mando auditioned for a different villain think and didn't get it, but they were so impressed with his performance they scrapped that character and made Vaas based on him. So a character suddenly added in probably wasn't able to get as much time in the story.

Originally Vaas was supposed to be a big tough guy that had close to no impact on the plot. Then they changed him into a pyromaniac lunatic, then Mando auditioned and they revamped the character again into a drug crazed psychopath.
Where was Sovereign?
Not the rest of the reapers, they were a bit pathetic, but Sovereign seemed more threatening than the rest of them combined.

Sovereign really stole the show in ME1, you hated Saren when he'd come on screen but he didn't command the same amount of "Holy fuck" as Sovereign, and his reveal did. Bioware were really clever as well in that they used the same musical motif from the game over screen whenever Saren came on screen, just so you'd subconsciously hate him even more.
Needed more Kain from Legacy of Kain.

I dunno, these are all so cliche, you almost literally cannot find a villains list like this without half of those on it.
Shodan, Sovereign, Kreia, Frank Fountaine, HK-47... Just few names that I'd prefer to see but that's mainly because I have zero experience with NES games.
Not even a mention of breen?

I liked the fakeout with Sephiroth though, kind of acknowledges how 7 always steals the show when talking about the series' great moments, despite it being generally outdone by its predecessor in everything but sales.
But yeah he should've been much higher on the list, above Bowser at the very least. I mean, what's the most Bowser has accomplished? Kidnap Princess Peach? That's not exactly hard when she's perfectly fine with going go-karting and playing various sports and board games with him. Kefka literally set the world on fire to watch it burn.
