I thought "Album" implies there's music involved.
I suppose in a way this is technically art, but I wouldn't consider it as art meant to be consumed by the general public since it's more of a proof of concept experiment than a whole and defined work. Peter Sotos is playing with his audiences' emotions and creating an emotional progression and escalation in this album through the use of rape survivor stories. This in itself is interesting to other artists, particularly those who use storytelling and audio based mediums, but I'd argue it's of little inherent value as art. Mind you, I tend to identify with a Marxist definition of art and am no expert in many of the less accessible kinds of art like deconstructionism, or dadaism. Of course, I'm not even getting into things like found art or found poetry, which this certainly falls into the category of. The more I learn about art, the less I'm able to say whether stuff like that is or isn't art.
