While I don't believe thT any form of Mind Controk was acheived. It doesn't seem far off that Government bodies or military would attempt this sort of study. Although I doubt they would use it to control their own people, but rather control their enemies.
My dad believe in chemtrails, I have tried so hard to convince him it's absolute bullshit.
Hopefully this video can help convincing him.

I had to do a project on this for my 300 level history of conspiracies class. The closest thing to 'proof' I found was a report called "Case Orange" in which it says basically everything mentioned in the video, but also mentions how geo-engineering is more the issue at hand. It cites cases of past and ongoing desire to use geo-engineering, it cites air-force patents in which the high level jet fuel is mixed in with barium or aluminum or silver-iodide so that it just naturally gets dispersed when burnt. It at one point says that the term 'chem-trails' is poorly chosen at best.

The uses of this can vary from cloud-seeding so as to induce rain, to solar radiation management. In vietnam they used it to rain on the enemy so that they would have a shit time, and in Russia they used it to block a cloud of radiation from reaching moscow. Instead they made it rain on belarus.
Also Chinese used chemtrails (sprayed some shit) to manipulate weather, so it wouldn't rain on Olympics. Though it rained everywhere around much stronger :).
Making it rain with silver powder isn't exactly complex science. Just spray that shit in the clouds and moisture will start condensing on the silver, like it does on any metal. Then it just falls down to earth then rather than later.
No mind control-grade tech involved, nothing toxic involved, doesn't damage the environment. Used quite extensively to prevent unwanted rain on events.
