From what I understand, the Clown and everyone else are separate. There's another video where some people are playing on a stage and he just gets up and starts singing for them. It's pretty cool.

At 2 minutes when he sings "we didnt come for money" isn't it supposed to be "we didnt come from money"?

The band playing is Postmodern Jukebox. Puddles isn't part of the group. They asked if he would sing a song with them and he said yes.
