They're BM-21s, Syrian National Army owns them, and are pretty cheap to use and fire. Plus the BM-27 has a much smaller ammo capacity than the 21, and these are firing hella rockets.

but at what point does the target become so decimated that additional rockets are not needed?
BM21 fires smaller rockets in a larger spread, BM27 fires larger rockets in a tighter spread.
Not in Syria the video is mislabeled it is a training exercise in Russia by Russians.

takes a while since the actual area of effect is quite a large circle. Also while the rockets of course do damage it takes a lot of direct hits to completely total a building.
