They also want to instill terror. That's the entire point of being a terrorist.

It was easy to say that because they mostly stayed in the Middle East, but now they're in Europe and committed two major terror attacks in under a year. It's been only three months since the Paris attacks too.

Apart from killing people, terrorists are trying to spread terror and get everyone paranoid.
Living your life paranoid of a terror attack is pointless. You're more likely to get stabbed and robbed by some junkie than die from a terror attack.
technically i've survived those attacks too
Now they just have to monitor his whereabouts 24/7 and they can predict where the next terror attacks will be!

We're talking about a guy who was near two separate attacks and survived a third. He has pretty good fucking reason to be paranoid.
By his next attack, he'll be all "oh come on, not this shit again you fucks..." and proceed to casually elbow them in their dicks.
