The problem then is without a proper analysis, it's hard to determine whether it is successful or not.
Directly influencing elections is one method or causing disarray, but just having people believe that you are influencing elections also causes disarray. Even determining what their intention and goal would be based on the differences in influence is unreliable due to both outcomes possibly being desirable.
