His pitch doesn't make sense though. Sure, in the US they sold almost 4 times as many copies as they did in Japan, but they also had to cover a much larger region to do so. It's perfectly reasonable to assume they made disappointing returns on those titles in the US due to the costs incurred from selling/distributing the titles across our massive country. It's a perfect example of how looking at just one set of figures (# of units sold in this case) can lead to an incomplete and/or inaccurate view of the situation.

Yeah, we would get nice low prices but it puts quite a dent in profits. You would have to sell more of a particular game in order to break even.
