I mean, strictly speaking he didn't so much make a "hover" board as a quadcopter you stand on top of, so of course it works over water. Don't really know why this was considered one for the record book... I mean if all a hoverboard is defined as is something that flies and you control while standing on top of it this record could be shit all over as well, it's a bit silly

How else would you define it? The only other hoverboards which have existed so far have been through magnetic repulsion, which is closer to the traditional 'repulsor field' tech they use in sci-fi and Back to the Future but still not the same thing.
Other than the Green Goblin, what uses are there for this really?
