He was in a boat with a metal hull... so I'm assuming most of the rounds were not penetrating. Especially if you were using a smaller caliber pistol. Even more so if you were using hollow point ammunition.
A lot of this event seems really sketchy. There is a severe lack of information on the events related to this "manhunt". Stories of a car chase with explosives and gunfire but no video or evidence, even of the aftermath.
