I actually went to Times Square this summer, and from what my cousin told me (and personal experience) the majority of those costumed performers are: a) doing it illegally and aren't being stopped by the city and b) Really super fucking mean if you don't tip them for pictures. There are also "rappers" who try and force their CD's on you. My brother actually got yelled at for not taking one and for apparently being "afraid of a strong negro male".
In summary, if you're a tourist, do NOT go to Times Square, there are so many better places, like Rockefeller Plaza, 72nd through 76th Blvd in Manhattan, Central Park, East Harlem by Riverside (it's safe and has great jazz!), and the Waterfront near the Financial District.

These are reasons why I dont like being a tourist in busy place. I was in Vegas with my family and while my brother and I were out bar hopping I ran into; a homeless man disguised as a priest to get "donations" for the church, a duo of supposedly homeless guitar players with one of the players missing a forearm and the other being pregnant(how sad is that?), a bunch of those people in costumes that are there to get tips from having their pictures taken with children, illegal immigrants selling you bottled water every 10 feet, and tons of people advertising their titty bars.
