That's a monk parrot, also known as a quaker parrot. My family has two of them. They are the only parrot known to build nests like that. In the wild they form large colonies that build massive community nests that act as apartment buildings housing hundreds of the birds.

The video description claims the bird will only build with those two materials. It's probably easier to work with the two combined than just using plain sticks.
