That's exactly how you solve certain issues if the Police can't do anything about it.
Not to be all "cops are useless" but from my experience if some dickface is speeding up and down my street 15 times in a loud as fuck dickmobile at 2 in the morning there's not much the Police can do, since he usually drives off or once it actually was a cop who did the riding.
