Well, there is a bunch of helpful bacteria inside feces. There is such a thing called poop transplants, where you pretty much transfer poop from one healthy person into another person who doesn't have the necessary bacteria inside of their intestines to fight off infections or something. It's officially called Fecal Bacteriotherapy, and I think it's still being done today to treat people. Whether or not fermenting feces in rice wine would kill off all the "bad" bacteria, but it certainly would kill some of the helpful bacteria as well. At the end of the video, I felt so bad for her :C
Difference between a fecal transplant and this is that you don't fucking put the shit into your stomach where it's broken down and absorbed into your blood, man. A fecal transplant is fine and doesn't pose a risk to your health because you're just putting it into your intestines, where the most that'll happen is the bacteria will spread around your intestines and any excess moisture will be absorbed. And like every other product recycled from human feces, it will die out. Traditional or not, very few people would drink this.
