No it's referencing 2 things from the anime series: The fact that Ash doesn't age at all, and the fact that every generation 2/3 of the main cast gets replaced so that they can advertise the newest games.
Oh, and also the fact that ash is never seen riding a bike I guess.

no the bike part specifically is a reference to the games, he rides a bike in literally like the first episode

I think the Bike refers to the fact that in the anime one of the reasons Misty joins Ash is because he broke her bike and she has to get it replaced

the bike is a reference to the fact that a bike in the original games had a price tag of a whopping 1 million poke dollars (hence the visible price tag in the video)
ironically you could only hold a maximum of 999,999 poke dollars so it wasn't actually possible to buy it without the bike voucher IIRC

In Red/Blue, there was a series of glitches you could perform to encounter and catch Mew by interacting with a truck in Vermillion City.

You're remembering wrong.
The rumor is that there was a truck behind the SS Anne and that you could catch Mew by getting to it.
There IS a truck behind the SS Anne but it has nothing to do with Mew.
There was a pretty long string of glitches that led to you catching Mew in Lavender Town, though. Gen 1 pokemon was full of really weird shit due to it basically being half-finished and held together with packing tape and good faith.

Actually, when you interact with the truck, you get a seen credit for Mew, but can't actually catch him.
I did this back in the day.
