It may or may not, depending on the quality of the armor.
But the reason why war hammers are so brutal is because they don't need to penetrate armor.
They can deal lethal concussive blows to even he heaviest of armors.

Probably not, but the vest would absorb very little energy from the hit so you'd get hurt pretty badly, I doubt it'll be little better than a T-shirt against a warhammer like this.

Fictional ones are pretty oversized, but they are more reminiscent of mauls, a certain type of warhammer:

What is with people always testing weapons against butted chainmaille? Riveted chainmaille would still have failed to protect the guy against the spike, but against the hammerside he would've gotten a quite different result. And you have to keep in mind the gambeson worn underneath the chainmaille would've absorbed quite alot of the hit too.
