I mean, if you have basic logic gates you can pretty easily make a working CPU. It would be massive and ridiculously complex, but you could do it.

It's reached the point where the only thing limiting Minecraft is the actual clock speed that it runs at.

Now, the video is a bit long for me but how do you make an in-game creation output text into the chat in vanilla Minecraft?
commandblocks are still very limiting though and have yet to be properly expanded upon

Already been done with pure redstone. And it was done several years ago as well, before the redstone update as well (update brought about many changes that let you run things MUCH faster and in a smaller space).
Command block gimmicks like this let you essentially just inject arbitrary code into the game. It's of impressive, don't get me wrong, but it's not building circuits from the ground up. It may as well be just an abstraction layer. One with some hard limitations, but a layer nonetheless.
