Weapons research of today is about making more sophisticated guidance systems to make smaller weapons practical. A more accurate and effective missile can kill a given target with a smaller warhead, thus reducing collateral damage.
I used to live a town over from Eglin, occasionally our house would be shaken from all the bomb testing going on.

Yeah not like a tonne of technology came from military research or anything.
Without weapon development we'd still be carpet bombing cities and waging wars on whims (because deterrent isn't only nuclear, high tech weaponry on both sides deters almost as much as the nuclear weaponry, no-one wants a mutually destructive war).

Hitting the tracks is almost guaranteed to disable or destroy a tank with this type of weapon. The rocket pierces through the thin plating of metal behind the tracks, and into the chassis of the tank, where then it explodes incinerating the crew and the various instruments inside.

There's no cannon. It's a missile which does not follow a ballistic trajectory.
