There are international truck races and heavy transport doesn't have to be super slow all the time.
Also, what's the point of the fastest car/train/boat/aircraft - it's an accomplishment of human engineering.

As the video blatantly tells multiple times, they used the heavily tuned truck to show the durability of a completely stock gearbox Volvo uses in some of their new trucks.
So creative marketing for the gearbox.
Also as mentioned, truck racing is a thing, same with tractor racing.

if long-term reliability and emission compliance isn't a concern, then often you can shave weight by picking a smaller engine and boosting the everliving fuck out of it.

Although nowadays using a smaller boosted engine is also used for emissions compliance while ALSO shaving weight and size, see Ford's 1liter EcoBoost engine.
