I suppose the assumption is that nobody will buy the 3DS because you can play the games on your PC?
Which isn't really true, since having the actual hardware is going to be a better experience than an emulator, especially if the emulator isn't exactly up to snuff performance wise yet.
I tried a Nintendo DS emulator, and couldn't really get into it.
It just controls weird.

Not all games run well either. Good luck trying to emulate a Rhythm Heaven game without shitty delay screwing you over.

better hardware in general. so yeah, better battery life, more powerful etc. to run those next-gen games that wouldn't really be possible to run on the older DS.

It's like PS1 and PS2, it's a lot more powerful and all the internals are different, so there's no way 3DS games would run on a DS emulator
