im fairly certain they do the keys in america, that's standard fare for certain shows. also, i think he's just using the term "drawing it" for the comedic value.

Oh man, in Canada? I met a guy raised in my town who worked on the old Inspector Gadget and I thought I remembered him saying that animation is virtually all outsourced now to poorer countries.

There's a grand hierarchy of outsourcing that happens in animation depending on the production quality and budget that the studios aim for. A lot of the Canadian animation industry is based around American studios outsourcing productions to Canadian studios because we have a huge breadth of talent and a government which actively supports the industry with tax breaks and grants. Sometimes Canadian productions also outsource parts of the production to other countries like India, Singapore or S. Korea.
