They just imitate their environment in hopes of blending in. I don't know if Cockatoo's will do this in particular, but some species of birds can mimic other birds to exploit them for food.
To us it sounds like gibberish because we can tell they are just sampling sounds at random from their memory.

My friend has made me appreciate birds by spamming me bird videos. I now seriously consider getting a bird, except it requires such a commitment that makes it unfeasible for me to.
