depends, US you can play RC planes,copters,ect up to 400 feet outside if it's not in an air traffic zone.

Also FAA is planning to incorporate UAVs into US airspace, meaning commercial and academic use can be permitted without the special, nearly impossible to get permit. They are picking proposed testing sites currently.
